The scope of the project involved conducting a Front End Engineering & Design (FEED) study for the reconfiguration and optimization of TAKREER’s Ruwais and Abu Dhabi refineries. The objective was to meet the new Ultra Low Sulfur Gas Oil concentration standard by 2010, which included specific requirements for sulfur content, cetane number, distillation temperatures, density, cold flow properties, and aromatics content. The project required a capital investment of US$1.2 billion and involved the implementation of 456 major pieces of equipment. The technical challenges included adhering to the FEED schedule, integrating feeds, effluents, and energy, coordinating with multiple technology licensors, and integrating new facilities into the existing refinery. PegasusTSI provided expertise in process knowledge, project management, utility definition, and project estimating. The success factors of the project included achieving the aggressive FEED schedule, integrating all process and utility facilities, managing the interface with multiple international licensors, and incorporating both “Open Art” and licensed unit designs into the FEED Package.
